Emily was probably born December 24, 1875 (though the records are contradictory), the second of six children born to Swedish immigrants Andrew and Else Okeson. She was born and raised in a log house on the eastern shore of Eagle Lake in Eagle Lake Township, Otter Tail County, Minnesota, baptized and confirmed at Eagle Lake Lutheran Church.

She married Godfred (Godfrey) Leonard Strobeck, September 29, 1908, in Otter Tail County. Godfrey was already living in Delamere, ND, and Emily then joined him there, where their daughter was born the next year. They moved to Cogswell, ND, sometime between Feb. 1911 and 1915. They moved to San Diego, Cal., in 1918 or 1919 (after Sept. 10, 1918). There they resided at (1920) 4135 Randolph Street, San Diego; (1927-30) 2174 Guy Street, San Diego; (1934-37) 2070 Pacific Ave., San Francisco. Emily resided at (1940) 2521 Bancroft St., San Diego, and (1950) 3561 Sixth Avenue, San Diego.

Godfrey was a bank vice president in Cogswell and a real estate agent and financier in the building and banking industries in San Diego. Godfrey died in 1937. Their daughter, Evelyn, who had married Arnet Speer, but had no children, died July 24, 1940. At the time of her death, in 1950, Emily owned the Elgin Hotel in San Diego (located at 337 F Street, Lots J, K, and L, Block 68 of Horton's Addition).
