DECATUR HERALD DEC 13, 1950

Mrs.Elsie N.Wagenseller, 77 veteran county welfare worker died in St. Marys at 6:35 pm yesterday, one day before her golden wedding anniversary. Mrs.Wagenseller lived at 257 Oakcrest Ave.

Born April 12, 1873 in Logansport, Ind,she as the daughter of James and Hannah Miller. She married George R.Wagenseller in Decatur on Dec. 13, 1900. She had moved to Decatur at the age of 18. She was a reporter on the Decatur Republican and then on the Herald. In that capacity she was the first newspaper representative to learn that James Millikin intended to establish a fund which would set up a university here. Before serving in the county welfare field she was the Decatur police force matron. Then she switched into the county service as a visitor to public dances and youth activities. As welfare methods became more developed she helped to pioneer such measures as care for dependent children, delinquency prevention , aid to widowed mothers and selection of foster parents for children. Her suggestions were foundation for some of the state laws set to govern are of dependent and delinquent children. Soon after her entry in the welfare work here, Mrs. Wagenseller joined with other representatives Decatur woman in the promotion of a home for girls. The plans ended in the formation of the Girls Welfare home.

She retired from county service in 1939 with the title of Juvenile Probation officer. The post was taken over by Hazel K. Chapell who holds it now. Mrs. Wagenseller was named president of the State Public Welfare Association in 1923. She was the first woman to hold that position. In 1929 she represented the state association of probation officers in a national conference in San Francisco. In 1926 she was recommended for the position of Matron of the Joliet prison by W.C.Chynoweth and Grover C.Hoff, state representatives and J.L.Deck, state senator.

Mrs.Wagenseller was a graduate of Logansport high school and had attended Millikin university as a special student She was a member of TRI PSI soroity.

Besides her husband, she leaves a daughter, Kathryn of Decatur, a son Dr. Sam Wagenseller of Phoenix, Ariz,a sisters, Mrs. Earl Smith of Spokane,Wash, a half sister,Mrs. Eckert of Culver, Ind, one grandchild and a great grand child.

The funeral will be 1:30 Friday at J J.Morans with burial in the Greenwood masoleum Greenwood cemetery.

Mr. and Mrs. Wagenseller were later removed to Fairlawn cemetery.
