U.S. Congressman. Educated as a teacher, he taught school in Wisconsin, Iowa and Nebraska and was superintendent of public schools for Colfax County, New Mexico (1892-96). He studied law, was admitted to the bar and commenced to practice in Raton, New Mexico. Entering politics, he was a member of the New Mexico Territorial House of Representatives (1897-98) and Raton City Attorney (1900-01). He also was president of the board of education (1903-23), delegate to the Democratic National Convention in 1908 and regent of New Mexico Normal University (1921-22). In 1923, he was elected as a Democrat to the Sixty-eighth, Sixty-ninth, and Seventieth Congresses, serving until 1929. After leaving Congress, he engaged in banking, ranch livestock holdings and was a large owner of real estate, until his death.
