Born in Portaferry, Ireland

His father's family were Scotch; his mother's, English: Hugh MAXWELL IV b. 1733 of Portaferry, County Downs Ireland / Mother: Katherine BINGHAM b. Killyleagh, Lough Strangford County Downs, Ireland.

He came to Philadelphia (age 12) as ward and heir of notable maternal uncle, Archibald Bingham (Philadelphian shipping Merchant). Hugh Maxwell settled primarily in Lancaster Pennsylvania and became a prominent printer of the time and newspaper man; publishing one of the first literary magazines in Philadelphia -the "Maxwell Intelligencer" and Editor of the "Port-Folio." He was later to establish "The Lancaster Gazette," and lastly purchased and published The Lancaster Journal, one of the oldest Democratic papers in the State.

Military: Served in the War of 1812, as a 1st Lieutenant in Capt. Juhn Fulmers Co. He then became Adjutant of the regiment of Pennsylvania Militia, commanded by Col. John Thompson, and later Aide-de-Camp to Brigadier General Spearing's Brigade, Pennsylvania Militia.

Other notable achievements: Hugh was a 32nd degree Scottish Rite Mason. He was originator of the "Mechanic's Literary Association" of Lancaster; and author of several inventions, incl. the "Printers' Roller" (patented 1817). He also discovered the "Lykon's Valley" and "Short Mountain" coal fields.
