Barney was the son of Garrett B Tunison and Prudence Voorhees, one of eleven children. He was born in Illinois in 1844 and came with his parents to Sarpy County in 1855. He was one of the pioneers of Sarpy County and at one time one of the oldest residents of Nebraska. Barney never married.
He was a veteran of the Civil War, enlisting in Omaha, Nebraska, as a Private on 25 Aug 1864. He mustered in Co D 1st Nebraska Cavalry on 31 Aug 1864. Transferred out of Co D on 10 Jul 1865 and transferred into Co H 1st Nebraska Cavalry. Mustered out of Co H on 1 Jul 1866.
Barney died at St. Joseph's hospital in Omaha. Several weeks prior to his death he was "stricken with paralysis" and was taken to the hospital. He never recovered sufficiently to return home and died at the hospital at the age of 59 years 3 months.
