Wisconsin National Guardsman who was called to federal service as a member of A Company, 192nd Tank Battalion. At Fort Knox, he was transferred to the newly formed Hq Company. He became a Prisoner of War when Bataan was surrendered to the Japanese. Fanning took part in the death march and was held at Camp O'Donnell and Cabanatuan POW camps. He died of dysentery and diphtheria at Cabanatuan POW Camp.
