She was born on Monday, 2 June 1924 in Anderson, South Carolina and was the daughter of Samuel Walton Milford and Daisy Kate (Marett) Milford.
While living in North Carolina, Frances met and later married Jerry Doyle Campbell who served in Europe during World War II, but separated and divorced after his return from Europe.
Mrs. Moore is survived by her first husband, Jerry Doyle Campbell, her sons, Francis Patrick Campbell, Sr., and Clyde Thomas Foster, Jr., her sisters, Maggie Corine (Milford) Jarrard, Sheron Kate (Milford) Vaughn and Annie Louise (Milford) Spoone Pierce.
She was preceded in death by her parents, Samuel Walton Milford, and Daisy Kate (Marett) Milford, her husbands, Clyde Thomas Foster Sr., and George Alvin Moore, her siblings, Sammie William Milford, Lula Mae (Milford) Brown, Dorothy Virginia (Milford) Pettit, Mary Bathsheba (Milford) Gunnells, Sally Elizabeth (Milford) Felker and Arlington Calloway Milford.
