Fourth son of Jeffrey Ballard, a tanner and farmer residing in Tinmouth, VT. Father died when Henry was 3 years old. Henry was educated at Castleton Seminary and the University of Vermont (Class 1861). After his Civil War service he received his law degree from the University of Albany at Albany NY. He practiced law for many years in Vermont, was a resident of Burlington and served for a time as city attorney and as a representative to the Vt State Senate.
He was married December 15, 1863 to Anna J. Scott of Burlington and they have four children.
