The son of Michael & Elizabeth (Shriner) Angel, he married Mary R. Crouse March 20, 1860, in Carroll County, Maryland, and fathered Charles Milton (b. 05/20/61), Margaret L. (b. 1866), and Emory G. (b. 1873). The year of his marriage he was a carpenter living in Taneytown, Carroll County, and stood 5' 8" tall and had light hair and blue eyes.

A Civil War veteran, he enlisted in Taneytown February 20, 1864, mustered that day at Ellicott's Mills as a private with Co. G, 3rd Maryland Potomac Home Brigade Infantry, and honorably discharged with his company May 29, 1865.
