US Navy Peacetime Medal of Honor Recipient. He entered the United States Navy at New York, and served as a Ordinary Seaman. His citation reads "Serving on board the USS Essex, Millmore rescued from drowning John W. Powers, ordinary seaman, serving on the same vessel with him, at Monrovia, Liberia, 31 October 1877. After his discharge from the Navy he disappeared into history, and his subsequent life and final disposition is unknown.
