Franklin's mother was Jane Baldwin (maiden name unknown) who was born between 1805 and 1811 in Ohio and died before 1880, likely in Limestone County, Texas. His father is believed to have been William D. Baldwin who was born between 1800 and 1810 and died in 1849 in Grimes County, Texas. Based on records for his father and also on the birth dates and places for his siblings in census records, Franklin immigrated from Illinois to the Republic of Texas with his parents and siblings in early 1838. He was therefore a citizen of the Republic of Texas.

Franklin married Magdellen Moseley Guerrant on 10 Feb 1859, probably in Limestone County, Texas. They had only one child - Benjamin Franklin Baldwin, Jr. [A line of research existed at one time that stated Charles William Baldwin to be a second child, but this is proven incorrect by probate records for Charles' parents in Walker County, Texas.]

Franklin was Sheriff of Walker County, Texas between 11 Apr 1868 and 01 Mar 1869. He was the first Sheriff of Walker County to serve without having been elected.

Franklin's life ends in great mystery. He died at the young age of 33 and only 3 weeks after having been relieved of duty as Sheriff. It is unknown if his death resulted from some incident in his capacity as Sheriff, or if an illness ended his tenure and then his life.
