Nettie was the youngest of thirteen known children born to Pennsylvania natives, Suzanna Saltzer and Jacob Peter Meyer. They married in 1852 in Dauphin County, PA and moved to Forreston, Ogle County, Illinois where several of Nettie's older siblings were born.

But by 1863, the family was living in Mount Carroll, Carroll County, IL where Nettie's father made harness in his own livery shop. Her parents' last move was to Webster County, Iowa where Nettie lived with her parents by 1880.

She married Warner Latham in 1892 in Iowa and later moved to Seattle, Washington where a brother, Alvin, and a sister, Catherine lived. Another brother, Lincoln, lived in Spokane.
