Daughter of Susanna Saltzer & Jacob Peter Meyer, Pennsylvania natives who married in 1852 and had 13 known children together. The newlyweds moved to Ogle County, Illinois, where Emma was born. By 1863, the family relocated to Mount Carroll, Carroll County, Illinois where Emma's father was a harness maker in his own livery shop.

Her parents' final move was to Webster County, Iowa where Emma met John L. Fritz. They married in 1888 and moved to South Dakota.
