She married first Richard Buffington with whom she had 12 children: John, Frances, Phoebe, Richard, Samuel, Henry, Peter, Nathan, Jeremiah, Isaac, and Joseph. After Richard died in 1741 she married secondly Simon Hadley. She was a Quaker minister who returned to Bradford Meeting after Simon's death in 1756.

Phebe's will dated 2 Sep 1767, proved 7 Mar 1769, was written at West Bradford, Chester, PA.
