Born on June 6, 1921, in Victoria, Gozo, Canon Joseph Borg Bugeja attended Victoria's primary and secondary schools and later entered Gozo's Major Seminary. Ordained to the priesthood on May 19, 1951 at St George's parish church, he celebrated his first solemn Mass the day after at the named Church.

Can. Borg served as parish vicar and major sacristan at St. George's for many years, and for nineteen years he was an assistant to the late Bishop Ġużeppi Pace, serving as his "Bakularista" and choir chaplain at his cathedral. For ten years he was also feast procurator of the Immaculate Conception at St. Francis Church in Victoria and served for some time as rector of the church of St. Martha in the area known as "Tal-Għonq", also in Victoria. He was made canon of St. George's Collegiate Chapter on its erection in 1976.

Dun Ġużepp "Ta' Frans", as he was popularly known, was confined to the Gozo General Hospital during his last months, where he eventually passed away on Wednesday, April 28, 2010, a few minutes before 8.00 pm., aged 88.

His funeral Mass was celebrated on Friday, April 30, at 5.00 pm., at St. George's Basilica, Victoria, followed by interment at Victoria Cemetery.
