Civil War Union Army Surgeon. Served during the Civil War as Assistant Surgeon of the 165th Pennsylvania Volunteer Infantry.

He was born in Leacock Township (pronounced LAY-cock and misidentified in his Leavenworth Weekly Times obituary as Saycock), Lancaster County, Pennsylvania, the son of Irish-born William & Jane (Frew) Neely. In 1860, he was a medical student listed in the census as living with his family in Colerain Township, Lancaster County, although he was an 1861 graduate of Pennsylvania College and likely living in Gettysburg for most of the year.

A Civil War veteran, he enlisted and mustered into federal service at Harrisburg October 31, 1862, as assistant surgeon with the 165th Pennsylvania Infantry (aka "Drafted Militia" - his obituary misidentifies it as a "volunteer" regiment, although Neely was a volunteer), and honorably discharged with the regiment July 28, 1863. According to an unverified account in his obituary, he then served as assistant surgeon in a civilian capacity.

He completed his medical studies at the University of Pennsylvania and graduated in 1865. He married Martha Ann Murphy and fathered Rebecca (b. @1869 - married Humphrey Rose), William George (b. 01/17/70), Lucinda (b. @1872), Edward (b. @1875), Mabel (b. @1879), Walter (b. @1882), Frank (b. @1884), and Blanche (b. @1889). In April 1869, he settled his family in Leavenworth, Kansas, where he served four terms as mayor as wall as a U.S. Marshall. According to his obituary, he was largely responsible for the veterans' home being located in Leavenworth.
