Ruth was born to Zedic Hamilton and Mellie Jane Welch Willis as their only surviving daughter among six brothers. Her family moved several times in Alabama, Mississippi, Oklahoma and Texas and she met and married Lowell Howard when they lived in Hockley County, Texas. Ruth and Lowell lived in Bartlesville, Oklahoma for many years before moving to Texas. They had two sons.
