Daughter of Franklin Payne and Polly Ragland Rogers of Nicholas County, Kentucky. She was married to John H Hamilton Dec. 9, 1857, and gave birth to four children:William-1858, Mary-1860, George-1863 and Henrietta-1864.( He was not heard of again. May have died in the Civil War.) Permelia marries Richard Prather in 1865, in Nicholas County and has five Children by him: Lloyd-1868, Margaret-1869, Thomas-1872, Callie-1877, and Luther-1881. She died of a Cerebral Hemorrhage.
