Arthur was born in Wisconsin to Lamont and Elizabeth (Leonard) Bartholomew. He had eight brothers and one sister.

Arthur, along with six of his brothers and his father, fought in the Civil War. He enlisted December 14, 1863, when he was 18 years old. Arthur mustered in at Blue Earth Minnesota as a member of the 2nd Minnesota Cavalry. While he awaited orders to proceed to the war zone there was an uprising of Indians in Minnesota. With the massacre of many whites, the 2nd Cavalry were sent after the Indians. The war department kept them chasing Indians for the duration of the war. He was discharged at Fort Snellen, April 18, 1866.

Arthur married Rebecca Jane Snodgrass, June 8, 1871 in Kasota, Le Sueur, Minnesota. The marriage didn't last long because he remarried 5 years later.

Arthur married Eliza Amanda Waits in 1876 in Monroe County, Wisconsin. They had 6 children; Daniel Lamont, Harvey Jay, Kathleen "Cassie", Buckey Rebecca "Bessie", Lovanche "Blanche" and George Rignal Bartholomew. Eliza died September 19, 1919 in Portland and is buried beside Arthur. Arthur then married Elsie Electa Mitchell Likens, in Bryant, Clackamas, Oregon on August 5m 1923 at the age of 78. Elsie died March 30, 1932 in Lake Grove, Oregon. Elsie is buried in the River View Cemetery in Portland, Oregon.

On December 15, 1863 at Blue Earth, Faribault, Minnesota, Arthur
enlisted in Company H, Minnesota 2nd Cavalry Regiment. He mustered out on April 28, 1866 at Fort Snelling, Hennepin, Minnesota. During his service, he fought Indian uprisings in Minnesota, the entire time he served.
