Francis was born 1835 in Tipperary, Ireland and was a carpenter. He died during a flooding of the San Saba River in 1877. His body was never recovered.

Francis Dooley enlisted in the U. S. Army in Pittsburgh, Allegheny Co., PA in January of 1855 and was stationed at Fort Belknap, Texas. He got into a fight and was sentenced to Huntsville Prison for four years. When he got out in 1861 he enlisted in the 32nd Texas Cavalry, Confederate States of America.. He fought on the East side of the Mississippi, at the battles of Atlanta, Mobile Bay, and 25 other engagements. He transferred to the Navy at the end of the he Civil War.
