Charles William Richards was born in Benton, Arkansas on September 22, 1914. The son of Floyd H. and Fannie Hutcheson Richards.

In 1932 he married Virginia Coltharp. They had two children William C Richards and Jacqueline Richards Gentry, and four grandchildren, Deborah and Barbi Gentry, Leigh Ann and Brian Richards. Virginia died February 16, 1982. On March 19, 1983, Charles married Bernice Byrd Noakes and they lived in Little Rock until his death September 13, 1983.

Before entering the ministry, Charles taught school at Lonsdale and Pocahontas, Arkansas and was Superintendent of schools at Waverly, Tennessee for three years.

After coming into the Methodist Ministry in 1943, he served as pastor of St. Paul's Little Rock, Associate pastor of First Church in Little Rock, Pastor of Goddard Memorial in Fort Smith, First church Searcy and England.

He was Superintendent of the Pine Bluff District for five years and the Camden District for six years. He retired in June 1980, but later served as Minister of Evangelism at First Church, Fort Smith.

He was a trustee of Lydia Patterson Institute, delegate to the World conference of the United Methodist church when it met in Oslo, Norway and in London, England. He also served as a Delegate to the General Conference in 1964.

He was, at some time in his ministry, Secretary of the Board of Education, Missionary Secretary, Chairman of the conference Council on Finance and Administration, and Chairman of the bishop's Cabinet. In 1968 Hendrix Collete awarded him the honorary degree of Doctor of Divinity.

His Memorial Service was held on Monday, September 19 at St. Paul United Methodist church in Little Rock by Bishop Kenneth Hicks, Rev. William Cheyne and Rev. David Wilson. Burial was in Roselawn Cemetery in Fort Smith by Dr. Joel Cooper and Rev. Charles Armour.
