He was born February 28, 1892 in Lincoln, Nebraska, spent his early years in Saratoga, Wyoming, and came to Uintah County in 1914. With others from Uintah County, Bill served in World War I at Camp Lewis, Washington, where he was a member of the Spruce Squadron.
The next 40 years of his life was spent in the Bookcliff Mountains; first as a rancher and later in Dragon working for a mining company. In 1951, he retired and moved to Ashley Valley where he farmed and raised cattle until 1981 when he again retired.
Bill was married to Elizabeth Petty in 1919. She died in 1936 and in 1941 he married Lula Goss Hill. He leaves two children, Pat Rutledge of Fairbanks, Alaska, and Marie Kaczmarek of Vernal, seven grandchildren and 13 great grandchildren, a sister, Anna Norman of Worland, Wyoming, as well as nephews, Allen and Jack Brewer of Vernal, and many other nieces and nephews living outside of Utah.
He belonged to the IOOF Lodge, serving at one time as state president. He was also a member of the Uintah Cattlemens Association.
Funeral services were held June 16 at the Kingsbury Community Church. Services were conducted by Rev. Earl Menchhofer. Rev. Menchhofer gave the family prayer and the invocation. Musical selection "Old Rugged Cross" by Julie Hanson, accompanied by Laura Hacking.
A message was given by Rev. Menchhofer. Harold Tyus sang "Abide With Me", accompanied by Amy Lube. Rev. Menchhofer gave the benediction. Pallbearers were Kevin Kaczmarek, Lynn Brewer, Jon D. Hill, Bryce Kaczmarek, Curtis Johnston and Cody Jenkins. Interment was in the Vernal Memorial Park. Committal services by Rev. Menchhofer. Burial was under the direction of Vernal Mortuary.
