Joseph was the second of two children born to John Howard and his first wife, Ann Gaskins. John and Ann married on Nov 18, 1799 in Cateret County, North Carolina. Ann died shortly after Joseph's birth and his father soon married to Sarah Callaway.

"Joseph (born Feb 27, 1803 in North Carolina) was raised and lived in Wayne County and was noted as being an able financier. Joseph died in 1850 at the age of 47, leaving a fine estate. He had married Cyntha Hurst in 1824; she being born in 1804 and died in 1854. Both Joseph and Cyntha are buried at the Franklin Cemetery in Milton, Wayne County, Indiana."
