Elmer was educated in Strong and spent most of his life as a farmer in Strong. He served for 15 years as a selectman. He was a 53-year member of the Knights of Pythias and a 50-year member of Cleopatra Temple, No. 90, Knights of Pythias in New Sharon, Maine. He was also a member of Johnson-Cox American Legion Post and a member of the VFW in Farmington.
He married Elteene B. Dill on September 27, 1925 in Farmington and they had two children.
