He was born about 1740 (using age at death from his Obit) in Ireland.

Name spelling variation: His descendants spell his name Neill, but the DAR lists him in their patriot index: Neal).

He was the son of Adam Neill and Janet Holmes. He emigrated to this country with his brother Thomas Neill between about 1760 and became a shipping merchant in Baltimore City. He married Isabella Callender, daughter of Colonel Robert Callender and Mary Scull in June of 1773 in Cumberland County, Maryland.

William Neill performed civil service and patriotic service during the revolutionary war. He was a Justice of the Peace, a member of the Committee of Baltimore and gave money to General Lafayette for the Army. He also loaned ships and guns to the Navy.

His obituary, which was published on Tuesday, April 12, 1785 in the Maryland Journal (Baltimore, MD) in Vol: XII, Issue: 29, on page 2 reads as follows:

"Last Friday Evening Mr. WILLIAM NEALE, for many Years a respectable Merchant of this Town, departed this Life, aged about Forty-five Years. As he was a Gentleman of strict Probity, and of an amiable Disposition, his Death is much lamented by his surviving Friends. ---His Remains were, on Sunday Evening, decently deposited in the Presbyterian Church-Yard, attended by a great Number of respectable Citizens, who mournfully testified their great Esteem and Affection for the Deceased."
