William was the son of William Crawford Brooks and Mary (Polly)Timmons. He married Martha Cassandra Brown, August 13 1865, in Bartow County, Georgia. they resided in Bartow County after the Civil War; moved to Arkansas in 1867 and settled in Dardanelle November 22nd. They had nine children.

William served in the Confederate Army during the Civil War as 2nd Sgt. in Co. F, 8th Regiment Georgia Guards. He served as County Clerk of Yell County, Arkansas in 1880 and surveyor in 1896.
