DAYTON--Wilbur Samuel Pence, 79, a former superintendent of Rockingham County schools, died Tuesday at his home, 365 Ashby St. Dayton.
Mr. Pence retired as school superintendent in June 1971 after 21 years in the post. During his years as superintendent, Mr. Pence oversaw the racial integration of the schools. Also under his guidance, the county shifted from one and two room schools to a system of consolidated elementary, intermediate and high schools. Among the schools opened when he was superintendent were Broadway and Turner Ashby high schools, John C Myers and JOhn Wayland intermediate schools and Elkton, Plains, Pleasant Valley, Bergton, Fulks Run and Ottobine elementary Schools.
Mr. Pence also served briefly as acting superintendent in Highland County in 1974.
In an interview with the Daily News-Record in 1971, Mr. Pence said the greatest change he saw in the schools was going from schools in a largely rural farming county to ones in a county with a broader industrial base.
Funeral arrangements were incomplete Tuesday night. The body is at Lindsey Harrisonburg Funeral Home.
