William was born September 30, 1955 at the Florence Nightingale Maternity Hospital in Dallas, Dallas County, Texas. He had four siblings:

He was reared by the tenets of the Church of Christ and educated in public schools in the Dallas Independent School District - Urban Park Elementary, John B. Hood Junior High, graduating from W.W. Samuel High School in 1973. He earned an Associate of Arts Degree in Music Theory from the DCCCD, Eastfield College Campus in Mesquite, Texas. While a student there, he worked in the Learning Resource Center with, then new, computer technology. He taught himself early tech languages (ie. APL, COBOL) and after graduation from Eastfield, was employed by the DCCCD to work in the main administrative offices. While employed there, he designed the initial computer technology classes offered by the college district to students. During the course of his studies and employment in the district, he became proficient in American Sign Language and used his skills as an interpreter in both business and personal communication as needed. In 1979 he left the DCCD to work in the private sector as a programmer and systems analyst, moving to Houston, Texas and then to California; first, San Francisco, then Los Angeles, then back to San Francisco in 1988. He died in California Presbyterian Hospital of San Francisco, California on August 23, 1992 at 10:37AM, PDT. His ashes were scattered in the Pacific Ocean just off Bonita Point in Marin County, California on August 29, 1992. He was preceded in death by:
