Vernon was the second child and first son born to Mattie Ellen Cates, 1885 Texas, and Charles Emmitt Duncan, 1885 Texas. He had three siblings:

4. Loma Jean Duncan Fields, b:1926 d:2000 in Texas
His first wife was Willie Orlean "Willene" Slater, daughter of William Vining Slater, 1893 Texas and Josephine B. Weems Slater, 1889 Alabama. They were married in 1932 in Roscoe, Nolan County, Texas. They lived in Coahoma, Howard County, Texas where he worked for several years for his brother-in-law, Carl Bates, as a grocer and butcher. He later opened his own small grocery store, the Highway 80 Grocery Market, located on U.S. Highway 80. He operated both the store and an ice delivery route until 1942 when he was drafted to serve in WW II. He opted for enlistment in the United States Navy. He was accepted and served as an Officer's Cook 3c on board an LST in the Pacific Ocean Theater. During a brief liberty while in the Pacific he was actually able to rendezvous with his younger brother and brother-in-law, both of whom were Naval Enlistees. He attained the rank of Chief Petty Officer and received an honorable discharge in the fall of 1945, after the Japanese surrender.
Vernon and Willene had two children, whom they reared in Coahoma, Howard County, Texas. He and Willene were divorced in 1953 and he married Mrs. Lola Marie Myers of Stanton, Texas in 1953. He and Lola were divorced about 1954 and he married Mrs. Gladys (unknown) of Colorado City, Texas in 1955. In 1959, he and Gladys were divorced and in 1960 he married widow, Mrs. Nina Howard, of Snyder, Scurry County, Texas, to whom he remained married until his death in 1985.
He died of congestive heart failure on October 18, 1985 in the VA Hospital in Big Spring, Howard County, Texas. His grave is in the Coahoma Cemetery, Coahoma, Howard County, Texas. Among his survivors were his fourth wife, Nina, his two children, one step-daughter, three siblings and several grandchildren.
On Friday, December 16, 2011 his son, Vernon Maurice Duncan of Robert Lee, Texas, died of a heart attack.
