Leon was the son of Pierre Paul and Victoire Suzanne Jivodan Jaussaud and the youngest of 14 children. His siblings were Jean Joseph, Euphrosine, Polonia, Philomene, Victoire, Celina, Julie, Pierre Isidore, Francoise Honorene, Pierre Paul Jr, Rosine, Veronique, and Victor. Leon emigrated to America in 1886 or 1887, and considered purchasing land in what is now downtown Los Angeles, and also southern Oregon, before settling in the Walla Walla area. His Joso HU ranch was located near the Snake River and Palouse Falls. Leon was a sheepman raising as many as 12,000 lambs and ewes a year and became a prominent rancher in Southeastern Washington.
