D. Eugene Walsh, a prominent Westminster attorney, was called "the dean of the county bar" by colleagues. He graduated from St. John College in Annapolis in 1915 and became a member of the Carroll County Bar Association in 1918, the same year he earned his law degree from the University of Maryland. He also belonged to the Maryland Bar Association.

He was very active in local affairs and belonged to numerous civic organizations. During World War I, he served with the Army in France and was a member of the Veterans of Foreign Wars. He also belonged to the Rotary Club, the American Legion, and was president of the Carroll County Mutual Insurance Company and vice president of Smith and Reifsnider Lumber Company in Westminster.

He also served as legal counsel for the Carroll County Bank and Trust Company, the Westminster Trust Company, and the municipalities of Westminster and Hampstead. He was a member of the Westminster Fire Company for 36 years and served as attorney for the department.
