Charles was the son of Charles H. Hall and Ida May Pigg. His parents are buried on the old side of the cemetery near two of their daughters, Anna Marie and Rossie Hall Flanagan.

Charles served in the U.S. Army during World War II. He married Fay Stroud DeBaun on 7 July 1951.
