Walter was a son of Mary Perschau and August Bayer. He attended Elmer L Meyers High School. On January 3, 1942, he married Rachel Louise Jackson at the Salem Evangelical United Brethren Church in Wilkes-Barre. Rev. Reed performed the ceremony. The couple raised one son and one daughter. He was employed by the Anthracite Bridge Company in Scranton, Lackawanna County, Pennsylvania, as a Chief Draftsman.
