Elizabeth "Betsey" "Eliza" Bice/Boyce was the daughter of John Alden Bice and Susannah Putney. Her relationship to Joseph Pedro Moraira is not known, however, she as provided for in his will. At the time of his will, he was unmarried.

On 3 Dec 1866 in St.Louis, Missouri, she married Ferdinand Welcker. They had at least two children: Robert and Mary.

Per a will made by Joseph Pedro Moraira made on 14 Dec 1854 and filed 1860 in New Orleans, Louisiana, Joseph Pedro Moraira was single and had never been married. His estate was divided between his parents and siblings and several charities, but a specific bequest of $500 was to go to Elizabeth Boyce [sic], along with another $2,000 to purchase fertile farm land in Illinois for Elizabeth Boyce to live on, until her death, upon which the land would revert to William Brown Moraira, an orphan [currently] living with him." (Whether or not she actually lived on the land, or if it was even purchased, is unknown.)
