Ethel was the oldest of thirteen children born to John Gaston and Harriet Effie (Sipes) Miller. She married Henry Sylvester Setzer in 1922 and they had six children: Ralph Sylvester, Clinton Hoover, Estalene Mae, Lyerly Eugene, Effie Lorene and Larry Henry.
