Bill, a native of Jackson, MS, graduated from Forest Hill High School, and Hinds Jr college. He was a design draftsman for Mississippi Power and Light and a member of the Exchange Club of Oak Forest. Bill coached Little League baseball in south Jackson for many years. He was the devoted husband of Dolores Boyles. Together they are the parents of three sons.
