Sixth child and third son of Alexander Calhoun McLeod and the first child of Della Lorena Manning, his father's second wife. He was born in Richmond County in 1898. In 1902, the family moved to the small farming community of Buie, Robeson County, North Carolina.

Norman had one sister, one brother, three half-brothers and five half-sisters for a total of 10 siblings. Prior to marrying in 1933, Norman lived on the McLeod family farm in Buie and assisted with raising his much younger sisters from his father's third marriage. He worked as a maintenance foreman with the North Carolina State Highway Department. Norman and Mildred purchased a home in Buie and raised two daughters, Sarah Manning McLeod Osborne and Norma Carroll McLeod Hayes.

He passed away at age 63 from lung cancer. He was survived by his wife and daughters; his sister Martha and brother Adell; half-sisters Bessie, Lillie, Edith, Mary and Laura; and half-brothers John and Hilburn. He was predeceased by half-brother James. His descendants are two grandsons Mark and Clint Hayes, great-granddaughter Lauren and great-grandson Cooper.
