After completing law school at the Cincinnati School of Law in Ohio, Oliver and Minnie moved from Independence, Kansas to Portland, Oregon where he practiced law. In the early 1900's, they moved to Cripple Creek, Colorado and then to Colorado Springs, Colorado (where his parents were living). He was appointed "under-sheriff" of El Paso County and in 1902, ran for the office of sheriff and was elected, serving two terms until 1909. Leaving politics, Oliver resumed the practice of law. When one of his clients became ill and died, Oliver bought the franchise owned by that client for a "Piggly Wiggly" store, from the widow, and began his career in the retail grocery business. In 1923 he started the chain of "Piggly Wiggly-Grimes" stores with one store in Colorado Springs. A few years later he acquired 14 stores in the Denver, Colorado area, and thus, began his chain of stores until he had acquired 175 stores in Colorado, Nebraska, Wyoming and New Mexico. Oliver sold "Piggly Wiggly-Grimes" in 1929 to Continental Food Store Inc.
