Marcial was born April 22, 1913, at Grantville, Kansas, the daughter of Sidney K. and Sarah (Whaley) Burroughs.

She was graduated from Seaman High School in Topeka and from Baker University where she was a member of Delta Zeta sorority and Alpha Delta Sigma honorary scholastic fraternity. She did graduate work at Washington University in St. Louis and received her master’s degree from the School of Social Service Administration of the University of Chicago.

Miss Burroughs began working at the beginning of the Federal Government Welfare Department in 1934 as a caseworker. She transferred in 1938 to the Kansas State Department of Social Welfare, the predecessor of Social and Rehabilitation Service, where she held a progression of positions including field representative, supervisor of field services, director of staff development and had been assistant director 12 years of Kansas Department of Social Welfare when she retired in 1973.

She received an alumni citation in 1970 from Baker University in Baldwin as one who had distinguished herself in her chosen field. The Alumni Association of the School of Social Service Administration of the University of Chicago honored her in 1975 for her contributions to social service administration. She was named in 1976 as an outstanding person of the year by the Kansas Conference on Social Welfare.

Miss Burroughs was a life member of the Grantville United Methodist Church where she held many offices including chairman of the administrative board, lay leader and chairman of the Council of Ministries and also served on the District Council on Ministries.

She also was a member of the board of the Jefferson County Historical Society and helped collect and prepare for publication The History of Grantville, Kansas 1854 to 1976.

Miss Burroughs presented testimony in 1977 before a U.S. Postal Service Commission hearing in Atchison on behalf of Grantville and other small rural post offices.

She also was a member and officer of several professional organizations.

Marcial Burroughs, 80, of Grantville, Kansas, died Dec. 15, 1993 at a Topeka, Kansas hospital.

Survivors include a sister, Jean Lester, Grantville.

Services were Dec. 20 in Grantville United Methodist Church. Burial was in Grantville Cemetery. Davidson Funeral Home, Topeka, was in charge of arrangements. Memorial contributions may be made to the organ fund of the Grantville United Methodist Church.
