Charlie Bettis was the third of seven children for Pleasant Eli Judson Bettis and Emma Etta (Coffman) Bettis. His father also had two children from a previous marriage, Ida and Effie Bettis. Their mother died in April 1884.

The 1900 census lists Charles H. Bettis as a resident of Marion, Kentucky. He was living with his father, mother, six siblings and half sister Effie Bettis. His father was owner of their house and was employed as a carpenter.

In about 1905, the Bettis family moved from Kentucky to College Park, Georgia. Others from the Bettis family were already residents of College Park. His uncle Duke Gilbert Bradley Bettis was Mayor of College Park from 1909 to 1910.

A Crittenden County newspaper reported that Charlie Bettis, after an illness and great suffering for nine days, died on March 10, 1910. He was 20 years, 2 months and 11 days old. This suggests that Charlie was born on December 30, 1889. Burial was at College Park Cemetery. The newspaper did not say if Charlie died in Kentucky or in Georgia.
