Janey Mullins Fair, 64, of Johnson City, Tenn., lost her long and heroic battle with breast cancer early Friday morning, May 9, 2008.

A Johnson City native, she had been a permanent resident of Radcliff since 1981.

Janey was a daughter of the late Ted and Frances Mullins. She was an active member of East Pine Grove Park United Methodist Church where she especially enjoyed choir activities. She was a dedicated paralegal and had previously worked in Robert May's office in Jonesborough where she made many friends. Janey was an Army wife for 23 years and in more recent years was best known for her work with Mothers Against Drunk Drivers. She became involved with M.A.D.D. when her 14-year-old daughter Shannon was killed on Mothers Day 1988 in the worst drunken driving crash in U.S. history. Janey served as past chairwoman for the Kentucky M.A.D.D. organization. She also served as past vice president for victims affairs on the national level for many years. One of her proudest accomplishments was her instrumental role in getting federal legislation passed to withhold highway funds to states that did not adopt the .08 limit as their standard threshold for drunken driving.

In addition to her parents and her daughter Shannon, Janey was preceded in death by an infant brother, Teddy Allen Mullins.

She is survived by her loving husband of nearly 40 years, retired Lt. Col. Lawrence R. Fair; a son and daughter-in-law Donald A. and Debbie F. Fair of Vine Grove; a grandson, Stefan R. Mitchell of Elizabethtown; two sisters and brother-in-law, Pat and Jim Yelton, and Gloria Mullins, all of Johnson City, Tenn.; several nieces, nephews, great nieces and great nephews and a host of friends scattered throughout the U.S. also survive.
