JACKSONVILLE - It is with great sadness and heartfelt emotion that we announce the passing of Mrs. Alva Mizzelle Williams on September 7, 2023, after a brief illness. Mrs. Williams was loved by many and she shared her love and knowledge with others. She was an icon in our community and who was very well respected and loved by so many.

Mrs. Williams was born on August 2, 1943, and had just celebrated her 80th birthday. Alva was a lifelong resident of Onslow County and a graduate of Jacksonville High School, Class of 1961.

During her life, she worked as a bank teller in Jacksonville. She entered the political world when she was elected as a councilwoman for the City of Jacksonville in 2007. Alva served on many committees during her term; Safety Advisory Board, City Parks & Recreation Commission, Transportation Advisory Board, and the ONWASA Board. Her last meeting as councilwoman was on November 17, 2009, where she was presented a Community Leader Award by Mayor Sammy Phillips for her contributions to the City of Jacksonville.

During her term as a councilwoman, Alva was diagnosed with breast cancer. On May 21, 2008, while still recovering from breast surgery, she appeared before the U.S. Congress as a witness to the treatment of women who were enduring breast cancer and the roadblocks they faced in surgery. She was among the witnesses who testified regarding federal programs and funding for breast cancer research. They specifically addressed several pieces of legislation. Among them was HR 1157, the Breast Cancer and Environmental Research Act of 2007, which would authorize research programs at the National Institutes of Health to study potential links between cancer and the environment, and award grants for the development and operation of cancer centers. Another bill, HR 758, the Breast Cancer Patient Protection Act of 2007, would require health plans to provide coverage for hospital stays and various forms of treatment.

After serving as a councilwoman, Alva went on to become a campaign advisor/manager for many elected officials including U.S. Congress, NC State, and local community candidates.

Her most recent accomplishment was serving on the Downtown Court Street Reunion Committee. With her involvement, the committee was able to raise over 5 thousand dollars for the Peers Development Center. She loved being a part of the community and was involved with many causes.

Alva is survived by the love of her life, Mr. Larry WIlliams, four sons, Joe, Robert, Jeffrey, and Todd; a daughter, Tracey; a sister Debbie, and her husband Joe; and several grandchildren. We are saddened by her passing and will miss her wisdom, sense of humor, and deep love for her children, family, and Onslow County and its citizens. She was truly an icon; a person that loved others with a passion and served her community with courage, sympathy, and understanding. She will be truly missed by so many. Rest in peace Mama Alva and may God hold you for all eternity.
