He is a son of James Dow Turpin (1869-1949) and Ileta Elizabeth Wallace (Mullins) Turpin. (1875-1915). After his mother passed away, his dad married Mary Ann Campbell (1893-1963) on 31 May 1920 in Clinton, Illinois.

Elmer married Viona Evelyn Brennan. (1912-2005) on 24 May 1934 in Clinton, Illinois. As members of The Church of Jesus Christ of Latter Day Saints, they traveled to Salt Lake City and were sealed for eternity on 12 Nov 1954 in the Salt Lake LDS Temple. They lived in Farmer City, Illinois for most of their married life. A grandson, Todd Warren Hayes.(1962-1994), preceded him death.

"I was born in a rural home. It was a day like all day of the month of June, pleasant weather, vegetation flourishing in prime growth. I was born on my grandfather's farm (Mark W. Mullins and Sallie Paul Mullins) tenant residence in which my parents lived. The location being known as the Mullins branch; it being a contributory to the North Rolling Fork River. My father told me I was the only child of 3 daughters and five sons born during daylight hour (this being between 10 and 11 a.m.). My mother was assisted by a woman living in the area (midwife) about one hour before the doctor arrived. Dad, being a convert to the Mormon Church a bit before my birth, named me for Parley P. Pratt, a civil engineer who layed out Salt Lake City
Utah in 1850."
