Born in St. Louis, Missouri, his family moved to California when he was young. In 1920 he lived with his parents and three siblings on Fountain Street in Alameda, California. Howard Bell and Frankie Gordo were married 19 March 1938 in Mariposa County, California. Howard registered for the draft on 16 October 1940 in Mariposa. At that time he was 29 years old and lived at Bear Valley RFD, Mariposa and was employed by the Pacific Mining Company as a pipefitter. He enlisted on 5 June, 1942 and was Honorably Discharged on 12 January 1946. In 1950 he listed his occupation as road worker and lived on a farm in Mariposa Valley with his wife and two daughters. He was the road commissioner for Mariposa County for 25 years.
