Wilmore Armand was born September 18, 1922 one of three children born to Joseph and Edna Armand in Merrera, Louisiana. Wilmore attended Rasonward High School in Westwego, Louisiana. He entered the Army for WWII on June 18, 1942. He married Mary Pierce of Gary on November 29, 1943 and to this union was born a son, Ray Armand.
