Louise was born on August 19, 1923 in Sayre, OK, the second of five children of Nana Emma and Fred Parker Livingston, Jr. The Livingstons moved to Roosevelt, OK early in Louise's life where she attended school and graduated as valedictorian of her graduating high school class at Roosevelt High School. She also met her future husband Charlie L. Evans while in Roosevelt. They were married onSeptember 6, 1941. Louise and Charlie were blessed with four children: David (1942), Diana
(1944), Linda (1948) and Sam (1954).

After a few rental houses, Louise and Charlie bought the house on the northeast corner of First and Randlett, where all of the kids grew up, graduated from Hobart High School and also came home from college to. Early in life, Louise was a stay-at-home mom, but later in life she created custom draperies and window treatments with good friend and neighbor, Hazel Wilson at Hazel's home. Louise then took on a long-time job in family planning with the Kiowa County Health Department.

All of the children were married and living away from the Hobart home when husband Charlie passed suddenly in 1983, but Louise continued on in the big house passing the time with her good friend and neighbor, Glenda Lyde. After retiring from the County Health Department, she took up painting, being quite prolific, turned out dozens of pieces of artwork that now reside in many of the homes of her extended family. One of her favorite pastimes was taking care of homeless animals. She was very fond of her cats. She loved caring for any cat needing attention. In 2015, Louise accidentally fell, breaking a wrist. As a part of her recovery, she moved to Norman, OK to live with Linda and her husband Danny Marler. Over the years, her health began to decline, and she then moved into the Noble Nursing facility, just a mile south, where Linda has kept a close eye over her every day.

Preceding her in death, were her husband Charlie, son David Leroy Evans and wife Lynda Hadley Evans and daughter Diana Kay Evans Salter. Brothers Fred Parker Livingston, III and George Edward Livingston and sister Betty Ann Livingston Burkhart, along with her parents.

Surviving her a sister, Jeannette Joy Livingston Pardee of CA. Children, Linda J. Marler and husband COL(R) Danny Marler of Norman. Sam F. Evans and wife Jamie of Norman. G. Mathew Salter, son-in-law of Hobart. Grandchildren, Kelly Fite and husband Kris of Guthrie, Jessica Gates and husband David of Norman, Paige Morse and husband Daniel of Stillwater, Meaghan Hall and husband Chris of Midland, TX, David Evans and wife Kensie of Oklahoma City. Great-grandchildren Lauren Green and husband Michael of Guthrie, Lyndsay Fite of Edmond, Courtney Sawyer and husband Logan of Altus, Carley Gates of Norman, Luke Gates of Norman, Andrew Hall of Midland, TX, Ashlynn Hall of Midland, TX, Grayson Evans of Oklahoma City, and

Alivia Evans of Oklahoma City. Great-great grandchildren Atlas Green and Violet Green both of Edmond.
