He was the son of James Oliver and Ida Frances (Morris) Bailey and married Edna Finchum. After her death, he married Edna Juanice (Smith) Hopkins - 11 Jan 1979 - Franklin Co., Tennessee. His obituary follows:

Howard William Bailey, 70, of Little Mountain Road, Cowan, died died December 21 at Methodist Hospital of Middle Tennessee. He was a retired blacksmith at the Marquette Cement Plant.

He was born in Franklin County on December 12, 1916 to the late James O. Bailey and Ida Morris Bailey.

Services were held at 2 p.m. Tuesday at the Moore-Cortner Chapel with the Rev. John Partin, Jr. officiating. Interment was in the Montgomery Cemetery at Cowan.

In addition to his wife, Edna, he is survived by four step-daughters, Juanita Gourley of Manchester, Susie Brannan of Decherd, Betty Shepherd of Florida, and Carla Ingle of Cowan; two stepsons, Wayne Hopkins of Decherd, and Donnie Hopkins of Sewanee; three sisters, Verdi Bailey and Ethel Richards of Cowan, and Lila Northcutt of Winchester; two brothers, Arthur Bailey of Decherd and Herbert Bailey of Pontiac, Michigan; and 19 step-grandchildren.
