Ted (Teddy) was the youngest son of Charles Elias Blackburn and Cynthia Rebecca Behunin. His great grandfather's were founding fathers of Utah. Elias Hicks Blackburn was one of the first legislators of the Territory of Utah and Isaac Behunin discovered and named Zion Canyon.
