Ralph Eugene Allen was the son of Howard Franklin "Frank" Allen and his wife, Reather Mae Dixon. He was born in what was then Princess Anne County, Virginia (now city of Virginia Beach).

Ralph Eugene Allen, 53, of the 500 block of 14th St., passed away at his residence Saturday, Sept. 16, 2000, after a short illness.
Mr. Allen was a life long resident of Virginia Beach. He was a self employed produce grower and distributor.
Mr. Allen was the son of the late Reather Dixon Allen. He is survived by his father, Howard F. Allen of Virginia Beach; one son, Joseph W. Allen of Virginia Beach; and one brother, Rodney J. Allen of Blacksburg, Va.
A funeral service will be conducted at the Maestas Funeral Home, Baltic Avenue Chapel, Wednesday, Sept. 20, 2000 at 2 p.m. Burial will be at Charity United Methodist Church Cemetery.
The family will receive friends Tuesday, Sept. 19, 2000 from 7 to 8 p.m. at the funeral home. "
