Rebecca (Becky) H. Noecker of Breckenridge, Colorado, passed away May 10, 2021, following a swimming accident on the island of Maui in Hawaii. Becky was born on October 10, 1951, in Laramie, Wyoming. She graduated with Honors and Phi Beta Kappa from the University of Wyoming in 1974 and, following a brief career as a social worker, returned to the University to graduate from the law school with Honors and first in her class in 1979. Thereafter, she practiced with the law firm of Johnson, MacPherson & Noecker in Rawlins, Wyoming, before joining the legal department of Colorado Interstate Gas Company (CIG) in Colorado Springs, Colorado. She rose to become Senior Vice President and General Counsel of CIG and, ultimately, the General Counsel for Pipelines for CIG's parent company, The Coastal Corporation in Houston, Texas. She left that position in 2001 to join the law firm of Beatty & Wozniak in Denver, Colorado, from which she retired in 2020.

She is survived by her husband, Gerard Blom, her two sons, Chris and Matt Noecker, her siblings, Barbara and Dennis and four grandchildren, Abbie, Katie, Julia, and Aspen. A burial service will be held at Green Hill Cemetery in Laramie, Wyoming, on June 12. Gifts in lieu of flowers may be made to Father Dyer Methodist Church in Breckenridge, Colorado.
